Jamie Kerr takes part in a protest over the government's cover-up of the BioCrisis. HD version obtained from Bungie's official Oni page. The game uses a square-cut (256x256) version of this picture with a white border in the intro of CHAPTER 11 . DREAM DIVER:
It has been pointed out that the character in the lower-right corner resembles Ms. "Jinkies, a clue!". This begs the following questions: is the goateed man at upper-right saying "Yikes, Scoob!", and is the man on the left saying, "Hey, gang"? And does that make the woman in the middle… Daphne? Best not to dwell on it. (For that matter, the goateed man could just as easily be Lorraine's husband (you can see her anime-style portrait of him HERE).
Despite whatever in-joke Lorraine had in mind for this particular art, the design for Jamie was possibly inspired by one or two of Lorraine's older drawings:
