:AVATARA contains no information that an expert hacker couldn't access on his own, it just makes that info much more digest.
:Such semi-official, unrestricted access to virtually all classified data is granted to only a few individuals worldwide.
:There's advanced biometric authentication and user isolation to ensure that only the registered users access AVATARA.

:Obviously the [[WCG]] endorses this, even if the detailed implementation can be left to entities owned by [[BGI]].
:One might wonder why the WCG would expose the classified data to potential enemies (BGI's CEO, for example).
