"Sturmänderung" can be read as "Sturm-Änderung", meaning "storm-change" in German. This name fits because "Changing the Weather" is what it was designed to do (although the word "Änderung" isn't a violent change, this was probably due to a limited knowledge of German on the part of Oni's [[Credits|writers]].)

The obvious reason he doesn't care himself is because his [[Daodan|Daodan Chrysalis]] would change his body to adapt to the new environment. Most likey, he planned to implant one into most of his men, or have them wear gas masks.
The reason he started this project is unknown. Perhaps he wishes to profit by selling the chrysalis, posing as a savior. Perhaps he plans to wipe out the world's population. Whatever the reason, it was his master plan.

Did Muro plan all this merely to become very rich? Or was it to gain power over the new civilization of Chrysalis-implanted peoples? Might he have had some plan to make their Chrysalises dependent on him, thus making him a world ruler? Or was his hate for humanity, as evidenced by his troops' wanton killing of civilians, extend to the point of wanting to wipe them out? Perhaps he viewed humanity as an inferior species, a la [[Knives]] of Trigun, and simply wanted them gone (at least, those that he did not selectively save with Chrysalises?)
