::Answer: There are solar panels in {{C3}} (in the unreachable "day after" area that you get to see on your way to the acid room) and also in {{C10}} (right before taking the zipline to SP3). Arguably, their placement and orientation is a bit random, so they are really just generic props, rather than a consistent part of the story's universe.
