If policy of détente is the continuation of moderate pacifism on state level, appeasement policy may be sees as continuation of a more radical (suicidal) pacifism. In any case Germany had lost its instinct for '''geopolitics''' after having adopted a pacifistic base attitude. After WWII strong nationalism and '''imperialism''' was meant to be avoided, to banned from our heads. And so we also didn't want to deal with those matters in foreign policy. We wanted to believe that Russia would become less aggressive with time but instead it got more fixated in ambitions for new imperialism. The reasons are manifold. America's bad roll model, Russia's own ambitions, our comfortable focus on geopolitics ignoring economy - just to name a few. Germany should have played a more active roll though nobody would have really liked that either. -- Instead of "having hopes", as a minimum condition appeasement would have needed exact monitoring to be responsible.

The fat years are over and again wrong priorities are chosen. (Seems to be a panic reaction.) If it rains nukes on Germany forget the nuclear bunkers - placebos. There will be still the nuclear fallout and starvation. Politicians should be so honest to say there is no real escape. Instead of preparing for an dangerous but abstract threat - with very limited mitigation - that brings nothing but costs, ALL the money should be used to guard against much realer problems: the underdeveloped digital infrastructure, cyber security, teaching companies directly to use new tools, and pushing the GAIA-X project so that it does not become a total billion-euros grave.
