These concept sketches depict the Tanker as the "bio-chemically enhanced Syndicate kickboxer" he was originally planned to be. The plainclothes version of the Tanker can be seen in some pre-beta screenshots such as this one, and was probably removed from the game when they were turned into SLDs instead.
