Why only Photoshop and Flash? They are image editors, but we also have After Effects! For now (15.09.2022, DD.MM.YYYY) there are tons of effects and plug-ins for After Effects (CS6). Also we can produce some stylized TXANs (TV, VHS) using AE's built-in effects, but neither in Photoshop nor in Flash. And the last, but not the least: in After Effects (CS6) an option for exporting TGA images is present and located in default presets, unlike in Photoshop.
