Why only Photoshop and Flash? They are image editors, but we also have After Effects! For now (15.09.2022, DD.MM.YYYY) there are tons of effects and plug-ins for After Effects (CS6). Also we can produce some stylized TXANs (TV, VHS) using AE's built-in effects, but neither in Photoshop nor in Flash. And the last, but not the least: in After Effects (CS6) an option for exporting TGA images is present and located in default presets, unlike in Photoshop.

There's no special reason why only these two are mentioned.

In fact I only wrote about PS in detail because it is the program I'm halfway comfortable with.

You are totally free to add tutorials for After Effects and other programs.

If AE works better than PS then I encourage you to add it all the more.
