Summary
One of the most Oni-resonant pieces of concept-art for Phantagram's aborted Duality project: the glowing fists and feet of the character are strongly reminiscent of a Daodan symbiote in "overpower" state.
Judging by Alberto Gordillo's portfolio, namely the piece "BioCorp VR intranet environments", the character appears to be a cyberspace avatar, i.e. the glowing limbs and floating appendages are not a real-world thing.
Other than that, the art tells us nothing about the character's powers or affiliation. For what it's worth, the RSS-like sigil on the chest and back occurs only for this character and does not match the more recurrent BioCorp symbol.
Seeing as Duality is abandoned, it seems fair to reference the art in Oni 2 projects.
