If they really '''recreated''' human physiology how can they rule out a new ''emerged'' mind? Why  would it be a bare ''simulated'' one? Also, the TCTF was really surprised that Shinatama developed an own will.
 
Maybe the they argued that a SLD use just "programs" (because the hardware is not biological but artificial) and that programs aren't enough to create a mind. That's a pretty similar thinking to John Searle's [http://en.wikipedia.org/wiki/Chinese_room Chinese Room]. I wonder if a collection of interacting programs can show emergence.

According to wikipedia the idea of artificial intelligence was born in 1943 and since then many scientists have tried to create an AI. There are some different attempts to program an AI. So far no attempt succeeded.
 
Also mind-uploading is considered as an approach for an AI. (However, the existence of "deadly brains" let assume that AIs are still in development otherwise DBs would be obsolete.) With the obtained data, the mind doesn't need to become ''reinvented'' but analyzed. After the phase of analysis a true artificial intelligence could be designed.
 
Of course androids of human-like intellect would have a high economic value. But in case of SLDs I think something else matters. They are robots with a mind and as such  they could be a tool to study intelligence in an mechanical environment. Hence the name "Simulated Life".

So, simulating life although we don't understand its creation fits into this logic. Humans used often physical phenomena even before they fully understood them. For instance, the atomic force for power plants or lasers in data disc devices. They are explainable by quantum theories but the physical technologies were earlier created.  Making things work was enough.
 
The third part of the abbreviation has a bit less obvious meaning. "Doll" basically refers to the environment of the simulated life but there are other terms they could have used. Is it possible that the name was influenced by "ghost in the shell"?
