BGI is a global corporation who supply technology to the WCG, but also have a hand in the black market, and are tied to the Syndicate historically. Since they are playing both sides, it's in their best interests to keep the status quo; nothing could be better for business. BGI is wary of Konoko, because she's a Daodan host and the daughter of someone who wanted to upset the status quo. At first, BGI merely has Konoko under surveillance.
