China is the most plausible candidate use such models earlier than any other actor:
* They seek a tight control over society and economy in order to reach their national goals. In that context data privacy is (especially) secondary.
* They can build on existing infrastructure. CCTV and internet surveillance.
* The narrowed societal behavior from rigorous nationalism and censorship helps the generate predictions with less unexpected results.
