Might he have had some plan to make their Chrysalises dependent on him, thus making him a world ruler? Or was his hate for humanity, as evidenced by his troops' wanton killing of civilians, extend to the point of wanting to wipe them out? Perhaps he viewed humanity as an inferior species, a la [[Knives]] of Trigun, and simply wanted them gone (at least, those that he did not selectively save with Chrysalises?)

It's possible that Muro misled them; he could have used the same notion that Konoko had, that he would be selling Chrysalises to the public, thus making the Syndicate rich and super-powerful. (He would no doubt promise free Chrysalises to those who served under him.) Wouldn't they have demanded the Chrysalises before his sabotage of the ACCs went into effect? Since the plan was triggered prematurely, we will never know how that would have turned out.
