Dr. Kerr is Mai's (Konoko's) dad's friend. They were working together for the evil Syndicate until Griffin took Kerr and Mai's father with them. Konoko also calls him uncle.

Dr. Kerr is the associate of [[Konoko]]'s father, Dr. [[Hasegawa]]. They worked together on the [[Syndicate]]'s payroll to develop the [[Daodan Chrysalis]] because no one else would fund their work to save the world from the [[BioCrisis]]. When the Syndicate turned out to have their own plans for their research and raided the lab, Hasegawa and Kerr were split up. Kerr fled with Hasegawa's three year-old daughter Mai to the [[TCTF]], where Mai was implanted with a prototype Chrysalis and raised to become the TCTF agent code-named Konoko. In the course of the game, Konoko finds out that Kerr is her mother's brother. By this time, Dr. Kerr is working in a [[Science Prison]], which is apparently the TCTF's way of keeping scientists under control while doing research useful to the agency.
 
Besides [[Shinatama]], Kerr is the only trustworthy character that Konoko knows. This is illustrated by cutscenes starting with Chapter 1, where [[Quotes/Speech#Intro|he argues with Griffin]] out of concern for Konoko's safety, and especially in Chapter 8, where [[Quotes/Speech#Shinatama.27s_death|he pleads with Griffin]] not to try to kill Konoko with Shinatama's self-destruct signal. Although Kerr is the one responsible for implanting the Chrysalis in her, Konoko realizes that he was made to do it by Griffin, and that her uncle does care for her. Logically, his specialty appears to be genetic engineering, because the bio states that he works in "the TCTF genetic engineering development lab".
