The mis-spelling of "Clean" as "Cleam" is an in-joke which just so happens to have an explanation at the 16'45" mark in this video tour of Bungie West, when Dave Dunn points to a My Neighbor Totoro poster on the wall of their office containing this Engrish at the bottom: "CLEAM AIR OF THEIR NEW HOME".
In-game, this poster is next to the Hapemask poster which shares the same theme of encouraging children to wear their masks.
