Blame! is originally a manga by Tsutomu Nihei, the sorta sequel is called Biomega. The characteristic style (heavy use of contrast and messy lines, apathetic faces if any. --geyser) is a major reference for Guido - THIS is an example of Blame!-ish Oni art by Guido. The anime still uses a lot of contrast, but instead of the sketchiness there are crisp contours and saturated colors. And that's about it, really. Oh, and there's Wikipedia if you're curious.
