The mis-spelling of "clean" as "cleam" is an inside joke which just so happens to have a public explanation at the 16'45" mark in this video tour of Bungie West, when Dave Dunn points to a My Neighbor Totoro poster on the wall of their office with this Engrish at its bottom: "CLEAM AIR OF THEIR NEW HOME".
In-game, this poster is found in CHAPTER 04 . TIGER BY THE TAIL right next to the Hapemask poster which shares the same theme of encouraging children to wear their masks.
